FIRE-FIGHTING OUTFITS PROTECTIVE CLOTHING

Port State Control (PSC) deficiencies are being issued by some Paris Memorandum of Understanding Member States for fire-fighting outfits. The findings are as follows:

- Not a fire entry suit;

- Not suitable for fire entry; or

- Outfit with buttons or latches piercing the suit allowing heat to be conducted to the inner side of the suit and causing burns to the wearer.

The Code 17 deficiency being cited is: "may not provide the wearer sufficient thermal protection from the radiated heat if entering an enclosed space".

Issuance of AFS Certificate in accordance with the amendment of the AFS Convention to add the Cybutryne to the list of banned substances

An amendment to the AFS Convention was adopted to add Cybutryne (CAS No. 28159-98-0), which has been newly identified as a hazardous substance, to the list of banned substances.

Carriage of immersion suits onboard Panama flagged ship

During recent Port State Control (PSC) inspections of Panama Flag vessels, noting that the suit's seams, the glue used to attach the main zipper to the body of the suit, the lubrication used in the zipper, and the repairs carried out by the crew didn't follow the IMO Guidelines.

Deadline approaching for annual submission of vessels' emissions data and UK MRV update

Shipowners and operators of ships of 5,000gt and above engaged in international shipping are required to submit annual fuel oil consumption data to their Flag Administration or a Recognised Organisation nominated by the Flag.

Dutch Safety Board Safety Notice Issued for ‘Pirolec L-35’ Rocket Parachute Flare

In January 2023, the Dutch Safety Board issued a safety notice for rocket parachute flares relating to the model “L-35/L-35A” manufactured by LECEA Sistemas Pirotécnicos Avanzados, S.A. The manufacturer has also issued a recall notice.

The Dutch Safety Board calls on all owners of Red Rocket Parachute Flare from Pirolec, type L-35/ L35A, batch 0525/2021 – 113, to stop using flares from this batch and replace them.
