RISK OF STEERING LOSS FROM DEFECTIVE RAMS

Recently, an inspected towing vessel experienced a reduction in steering when the port hydraulic steering ram failed.

Technicians replaced the ram with a spare part located on-scene; however, the cause of the failure was undetermined. Within 24 hours, the vessel experienced a second steering reduction when the starboard ram failed. Due to the abnormal consecutive failures, the rams were sent to the manufacturer to undergo inspection

IMO Maritime Safety Committee (MSC 104)

The 104th session of the IMO’s Maritime Safety Committee (MSC) was held remotely from 4 to 8 October. The requirements for watertight doors on cargo ships were harmonized, and the Japanese Quasi-Zenith Satellite System was recognized for the provision of position, navigation, and timing services. The MSC also initiated the development of a goal-based instrument for autonomous ships, and the development of guidance for remote surveys and audits.

China Ports – Mandatory reporting and Port State Control

There are reported an increase in Port State Control inspections in China. Many of these inspections are
reporting deficiencies, including deficiencies that result in detentions. The detainable deficiencies are due to existing conditions, primarily relating to main engine failures, defective Fire Safety Equipment, Pollution Prevention, Life Saving Appliances, Emergency Systems and Safety of Navigation.
